The starting classification sets the radii we try, largest first. Rural tries 15 miles, then 10, then 5. Suburban tries 10, then 5. Urban tries 5. Density can remove a larger radius before conflicts are checked. We keep the largest radius that density and existing partners still allow.
A pin that already sits inside a locked circle is not made available by shrinking the radius. If no permitted radius qualifies, the only next step is the waitlist or contact.
